Mothers Overcoming Mood-Altering Substances (MOMS)
is an outreach program that focuses on individual
contact, education, intervention and case management.
The goal is to intervene as soon as possible with
pregnant substance abusers or mothers having a child
less than one year old who are current substance
abusers or who have less than one year of recovery.

In Pennsylvania pregnant women and those who use drugs intravenously are given priority for access to treatment for substance use, abuse, and dependence.
People who use alcohol, tobacco, and other drugs are at higher risk for HIV and other sexually transmitted diseases.
